Council is proposing the Sanctum West and Riverstone Rezoning Amendment to the Townsville City Plan. This is a major amendment to the City Plan that updates the zoning and precinct mapping applying to land within the Sanctum West and Riverstone estates to better reflect their current and intended use as approved residential communities.

The amendment aligns the Townsville City Plan with existing development approvals, approved Plans of Development, urban development that has already commenced, and the infrastructure planning framework applying to these estates.

Why is the Amendment Proposed?

The existing rural zoning applied to Sanctum West and Riverstone estates no longer reflects the approved development outcomes for these areas.

The proposed amendment will ensure the Townsville City Plan accurately reflects existing approvals, supports the ongoing development of these residential communities, and provides consistency with the partial inclusion of these residential estates in the Priority Infrastructure Area under the proposed LGIP Amendment 2026.

What Changes are Proposed?

Council is proposing amendments to the Townsville City Plan mapping for the Sanctum West and Riverstone estates.

The proposed amendment includes:

  • rezoning relevant land within the Sanctum West and Riverstone estates from Rural Zone – Mixed Farming Precinct
  • applying the Emerging Community Zone, Low Density Residential Zone and Open Space Zone
  • updating Townsville City Plan zoning mapping
  • updating Townsville City Plan precinct mapping.

Amendment Process

Council has endorsed the proposed rezoning amendment to proceed through the major amendment process under section 20 of the Planning Act 2016 and the Minister's Guidelines and Rules.

The amendment will now progress through the State Government review process and will include public consultation in accordance with the statutory process. During the consultation period, the community will have the opportunity to provide feedback on the proposed amendment for Council's consideration.
