The Local Government Infrastructure Plan (LGIP) is a component of the Townsville City Plan that provides the framework for planning, funding and delivering new and upgraded trunk infrastructure required to service existing and future communities across Townsville.
The LGIP identifies the trunk infrastructure needed to support planned growth and establishes a long-term approach to infrastructure planning and investment.
The LGIP includes five trunk infrastructure networks:
Council is required to maintain an LGIP and undertake a comprehensive review at least every five years to ensure infrastructure planning remains aligned with anticipated growth, development patterns and community needs. Council completed a review of its LGIP in 2023, which identified a number of technical and process related improvements to the LGIP.
The proposed amendment updates the LGIP to reflect current growth forecasts, infrastructure requirements and delivery priorities. This will help ensure infrastructure is planned and delivered in a coordinated, efficient and sustainable manner to support Townsville's long-term growth.

Council has developed an interactive mapping tool that allows the community to explore the proposed LGIP, including the Priority Infrastructure Area and the existing and future trunk infrastructure planned across Townsville.
The tool provides an opportunity to better understand how infrastructure is planned to meet the needs of current and future residents.
The LGIP Amendment 2026 has been endorsed by Council, including a resolution to commence the statutory amendment process. The amendment will progress through the Queensland Government review process and will include public consultation in accordance with the Minister's Guidelines and Rules. During the consultation period, the community will have the opportunity to provide feedback on the proposed amendment for consideration.
